Bail, Bail Bonds - As introduced, requires that any order releasing a criminal defendant who has been charged with a capital offense be made by an elected judge, instead of a magistrate, and that any such order be supported by findings that are entered into the court record in writing. - Amends TCA Title 39 and Title 40.
