AN ACT RELATING TO MOTOR AND OTHER VEHICLES - MOTOR VEHICLE OFFENSES (Imposes three hundred dollar substance abuse education assessment for any conviction of driving under the influence or refusal to submit to breathalyzer. Funds would be allocated to department of behavioral health and used for substance abuse programs.)
