Lee special license plates and provides that such special license plates already in circulation will remain valid until their expiration and shall not be renewed.

Directs the Department of MotorVehicles to amend the Personalized License Plate Issuance Guidelinesto prohibit the issuance of any personalized license plate that makesreference to the Confederacy, Jefferson Davis, or Robert E. Lee.
