Electric utilities; retail competition; flexibleload amounts. Provides that, for the purposes of retail competitionfor the purchase and sale of electric energy, certain large individualretail customers shall be permitted to purchase any portion of theirelectric energy, up to 100 percent, from a retail supplier licensedto sell retail electric energy in the Commonwealth, thereby providingfor the purchase of flexible load amounts between a retail supplierand an incumbent electric utility.
