Arrest, summons, etc., quotas; prohibition;civil penalty. Provides that any person employed by a law-enforcementagency or any agency or department employing law-enforcement officerswho implements a formal or informal quota for arrests made, summonsesissued, traffic stops conducted, warnings given, or commercial motorvehicle safety inspections performed is subject to a $10,000 civilpenalty for each offense and if such formal or informal quota involvesthreats, intimidation, coercion, or modification of working conditionsto subordinate officers, such employee is subject to a $25,000 civilpenalty for each offense. The bill also prohibits a law-enforcementagency or any agency or department employing law-enforcement officersfrom posting data regarding the number of arrests, summonses, traffic stops, warnings, or commercial motor vehicle safety inspectionsfor the purpose of creating competition between officers with respectto arrests, summonses, traffic stops, warnings given, or commercialmotor vehicle safety inspections. Current law prohibits formal andinformal quotas for the number of arrests made and summonses issuedwithin a designated period of time and allows agencies to use suchinformation for any purpose other than as a quota.
