Virginia Port Authority; Waterway MaintenanceGrant Program; qualifications of recipient. Authorizes the VirginiaPort Authority, in awarding grants through the Waterway Maintenance Grant Program, to award a grant to a political subdivision or governingbody for the dredging of a waterway channel with a bottom that isprivately owned if such political subdivision or governing body holdsa lease of such bottom with a term of 25 years or more.
