Abstract

Local government; prohibits certain practicesthat would require contractors to provide benefits. Prohibitslocal governing bodies from establishing provisions related to procurementof goods, professional services, or construction that would requirea wage floor or any other employee benefit or compensation above whatis otherwise required by state or federal law to be provided by acontractor to one or more of the contractor's employees as part ofa contract with the locality. The bill provides that the prohibitionshall not affect contracts between a locality and another party thatwere executed prior to January 1, 2023, or the renewal or future rebidsof services thereof. The bill provides that localities shall not beprohibited from entering into contracts for economic development incentivesin which the company receiving the incentives is required to maintaina certain stated wage level for its employees.
