Board of Education; through-year growth assessment system; report. Requires the Board of Education to establish a through-year growth assessment system for use during the 2021–2022 and 2022–2023 school years for students in grades three through eight. The bill requires that the system be established using available federal funds and that the system provide accurate measurement of a student's performance in English and mathematics through computer adaptive technology. The bill also requires each school division to administer reading diagnostic assessments throughout the year in grades kindergarten through two, using existing assessments. The bill requires the Board of Education to report to the General Assembly on the results of the through-year growth assessments by September 1, 2022, and September 1, 2023. The provisions of the bill are contingent on funding in a general appropriation act.

Directs each local school division to develop andadminister a fall and winter diagnostic assessment and a spring growthmeasurement assessment to each student to assess the student's competency in each core subject, as determined by the Department of Education.
