Authorizes the Department of Motor Vehicles to issue a negotiabletitle for a foreign market vehicle manufactured 25 or more years ago that does not comply with current federal safety requirements.Current law only allows for a negotiable title to be issued to suchvehicles manufactured prior to 1968.
