Abstract

Statewide prioritization process; project selection.Requires the Commonwealth Transportation Board, when evaluatingprojects under the statewide prioritization process known as SMARTSCALE, to evaluate (i) congestion mitigation on the basis of totaltraffic volumes, not just traffic volumes during weekdays, and (ii) accessibility on the basis of the area of influence of a projectfor a radius of 55 miles.
