Abstract

Regional Greenhouse Gas Initiative; prohibitionon participation by Commonwealth. Prohibits the Governor or anystate agency from adopting any regulation establishing a carbon dioxidecap-and-trade program or bringing about the participation by theCommonwealth in a regional market for the trading of carbon dioxideallowances. The bill provides that the Commonwealth shall be allowedto participate in such a cap-and-trade program if the House of Delegatesand the Senate of Virginia each adopt a resolution by a majorityvote that specifically references and approves the regulatory textproposed for adoption by a state agency.
