Global reform waiver; Secretary of Health and Human Resources to apply.

Abstract

Directs the Secretary of Health and Human Resources to apply for a waiver to allow for transformation of the Commonwealth's existing program of medical assistance services through the implementation of a person-centered model of medical assistance services that improves outcomes and reduces costs by (i) integrating medical and behavioral health care, (ii) implementing a value-based payment model, and (iii) promoting personal choice and responsibility, including cost-sharing and incentives that encourage healthy behaviors, prevention, and wellness. Such waiver may include provisions for an aggregate cap on federal funds for a specified period of time with adequate tools to manage state financing of the program. The Secretary of Health and Human Resources shall report to the Governor and the General Assembly on the status of the waiver by December 1, 2018.
