Motor Vehicles, Titling and Registration - As enacted, requires official vintage license plates that are issued and registered by the state in lieu of the standard antique motor vehicle registration plate to be displayed on antique motor vehicles when they are being operated on public roads and highways or are stationary; allows holders of standard antique motor vehicle registration plates to display unofficial, unregistered vintage license plates only when the vehicle is stationary; requires such holders to display the standard plate while the vehicle is being operated on public roads and highways. - Amends TCA Title 55, Chapter 4, Part 1 and Title 55, Chapter 4, Part 2.

Criminal Offenses - As enacted, requires a violation of the law regarding criminal offenses and penalties for drugs or a conspiracy to violate such law to be punished as second degree murder if the substance involved is fentanyl or carfentanyl, or any analogue or derivative thereof, either alone or in combination with any substance scheduled as a controlled substance by the Tennessee Drug Control Act of 1989, including controlled substance analogues, and the violation resulted in the death of another person. - Amends TCA Title 39 and Title 40.

Utilities, Utility Districts - As enacted, in cases where gas companies must repair the streets, lanes, alleys, pavements, and sidewalks of any town, city, or village, after laying pipes and extending conductors, with the least possible delay, prohibits a city, county, or metropolitan government from requiring the repair of pavement or sidewalk in excess of 200 percent of the surface area disturbed during the inspection, installation, or connection to such pipes or natural gas mains or conductors. - Amends TCA Title 4; Title 5; Title 6; Title 7; Title 54 and Title 65.

Controlled Substances - As enacted, enacts the "Ben Kredich Act," which, for the purpose of proving a person violated state law relative to driving under the influence of an intoxicant, establishes that evidence that the person was suspected to be impaired secondary to the sedative or otherwise intoxicating effects of a controlled substance, and was administered within 24 hours prior to the alleged violation, an opioid antagonist for an opioid-related overdose, creates a presumption that the defendant's ability to drive was sufficiently impaired by the substance that caused the opioid-related overdose to constitute a violation of state law, and authorizes a first responder who administers an opioid antagonist to an individual experiencing an opioid-related overdose to provide information on the risks associated with driving for a 24-hour period following administration. - Amends TCA Title 39; Title 40 and Title 55.
