District Attorneys - As enacted, allows the attorney general and reporter to petition the supreme court for appointment of a district attorney general pro tem if a district attorney general peremptorily and categorically refuses to prosecute all instances of a criminal offense without regard to facts or circumstances; requires the supreme court to appoint a district attorney general pro tem if the court finds the district attorney general has refused to attend and prosecute according to law. - Amends TCA Title 8; Title 16 and Title 17.

Public Health - As enacted, revises and adds provisions relative to COVID-19; transfers certain existing provisions (such as liability provisions) and adds the new provisions to a newly created title in TCA (Title 14); specifies that the provisions of the newly created title will prevail over any conflicting law; and prohibits the governor from suspending any provision of the newly created title, except in cases where the governor is exercising the governor's emergency powers during a state of emergency declared by the governor; prohibits a governmental entity and other public official from suspending any provision of the newly created title, regardless of whether there is a state of emergency. - Amends TCA Title 9; Title 14; Title 29; Title 38; Title 49; Title 50; Title 63 and Title 68.
