Safety, Dept. of - As introduced, requires the department to provide a person with a free photo identification license at each location where the department issues a driver license or photo identification license if the person signs an affidavit stating that the person does not have a valid government issued photo identification. - Amends TCA Title 5; Title 8 and Title 55, Chapter 50, Part 3.
