Tort Liability and Reform - As introduced, requires, in order to recover for any tort, whether established at common law or by statute, a person to prove the claim by clear and convincing evidence; applies to actions, excluding workers' compensation claims, accruing on or after July 1, 2023. - Amends TCA Title 20; Title 27; Title 28 and Title 29.
