Statutes of Limitations and Repose - As introduced, requires a person with a court-ordered fiduciary responsibility toward a person who lacks capacity and a person holding a valid power of attorney for a person who lacks capacity to bring an action within the statute of limitations; clarifies an incapacitated person who regained capacity can still bring a suit; clarifies an agent or conservator is not shielded from liability if the agent or conservator commits a tort against the incapacitated person. - Amends TCA Title 28.
