Motor Vehicles, Titling and Registration - As enacted, permits an owner or lessee of a motorcycle to receive a disabled decal to affix to a new specialty earmarked, cultural, or other special purpose plate that is authorized for motorcycles. - Amends TCA Title 55, Chapter 21 and Title 55, Chapter 4.
