Appeal and Review - As introduced, clarifies that a petition of certiorari that appeals a final order or judgment of a board or commission must name the board or commission as defendants; further clarifies that other parties of record have the right to intervene if they were involved in the hearing before the board and commission and did not join as petitioners. - Amends TCA Title 27, Chapter 9.
