Sentencing - As introduced, specifies that when sentencing a minor convicted as an adult, a court may impose a sentence less than the minimum under law; prohibits courts from sentencing juvenile offenders to life without the possibility of parole; authorizes minors convicted as adults who served at least 20 years to file a motion for a sentence reduction. - Amends TCA Title 37; Title 39 and Title 40.
