General Assembly, Statement of Intent or Position - Urges the state board of education to include in rules promulgated by the board to establish an appeal process for students subject to mandatory retention in third grade, a provision that requires an appeal be brought by a student's parent or guardian, and that an appeal be based only on an error in the data used to determine the student's proficiency in English language arts. -
