Probation and Parole - As introduced, provides that if a prisoner is granted parole based on the requirement that the prisoner complete a pre-release program, class, coursework, or other activity, and the program, class, coursework, or activity cannot be commenced at no fault of the prisoner within one month of parole, the board must immediately release the prisoner under GPS monitoring pending completion of an eligible community-based program based on a risk and needs assessment. - Amends TCA Title 40, Chapter 28.
