Local Education Agencies - As introduced, reduces from 25 to 20, and from 20 to 15, respectively, the maximum class size and the average grade level unit classroom size for grades kindergarten through three in a school in which 50 percent or more of the school's third grade students were not reading on grade level by the end of the immediately preceding school year. - Amends TCA Title 49.
