Telecommunications - As introduced, makes it an unfair or deceptive act under the Consumer Protection Act of 1977, for cell phone service providers to fail to provide an existing customer with a written summary of charges to sign before entering into a new or modified plan for cell phone service. - Amends TCA Title 12; Title 47, Chapter 18 and Title 65.
