Tennessee Housing Development Agency - As introduced, requires state-wide grant programs operated by the THDA through the Tennessee housing trust fund to consider applicant homeowners eligible if the applicant is making property tax payments via a written, approved payment plan and not just if the applicant has paid property taxes in full. - Amends TCA Title 13, Chapter 23.
