Criminal Offenses - As introduced, classifies the reckless killing of a person while driving 15 miles per hour over the speed limit or while driving and using a wireless communication device as vehicular homicide and a Class C felony; requires court to allow victim representative to verbally read a victim impact statement at sentencing if the victim suffered death as a result of a felony. - Amends TCA Title 39; Title 40 and Title 55.
