Utilities, Utility Districts - As introduced, prohibits a utility from charging its customers whose utility services are provided through the use of a smart meter and whose utility services have been disconnected due to nonpayment a fee to reconnect utility services. - Amends TCA Title 7; Title 47, Chapter 18 and Title 65.
