Child Custody and Support - As introduced, requires that any child support payment collected by the department of human services first be used to satisfy the obligor’s child support obligation to the parent or guardian with custody of the child, and only after the amount owed to the parent or guardian has been satisfied may the department use any remaining funds from the payment to satisfy the obligor’s debt to the department or fees. - Amends TCA Title 36, Chapter 5.
