Public Funds and Financing - As introduced, urges department of transportation to study total annual amount of municipal street aid funds used by municipalities over last five fiscal years to fund mass transit, including the use of any funds that impact state highways; requires department to report findings and recommendations to the finance, ways and means committees of senate and house of representatives, transportation and safety committee of senate, and transportation committee of house of representatives. - Amends TCA Title 5; Title 6; Title 7; Title 9; Title 54; Title 55 and Title 67.
