Controlled Substances - As introduced, enacts the "Opioid Abuse Treatment and Prevention Act", which distributes allocations to eligible recipients to combat opioid abuse in this state; transfers $250 million from the reserve for revenue fluctuations to the general fund; appropriates $250 million for opioid abuse treatment and prevention. - Amends TCA Title 4, Chapter 3, Part 18; Title 9; Title 33; Title 68 and Title 71.
