Local Government, General - As introduced, deletes the limitation that certain local governments may only authorize the commercial use of pedal carriages and rickshaws in the city center; permits their use in entertainment, dining, scenic, and historic areas anywhere within the city limits, subject to certain conditions. - Amends TCA Title 6, Chapter 54; Title 7, Chapter 51; Title 55; Title 56 and Title 65, Chapter 15.
