A BILL TO AMEND THE SOUTH CAROLINA CODE OF LAWS BY ADDING SECTION 23-3-435 SO AS TO PROVIDE THAT A COURT MAY ORDER SURGICAL CASTRATION FOR OFFENDERS EIGHTEEN YEARS OF AGE OR OLDER CONVICTED OF CERTAIN TIERS II AND III SEX OFFENSES FOR WHICH THEY MUST REGISTER ON THE SEX OFFENDER REGISTRY WHEN VICTIMS ARE THIRTEEN YEARS OR YOUNGER, AND TO PROVIDE A PENALTY FOR FAILURE TO COMPLY WITH A COURT ORDER.
