A BILL TO AMEND THE SOUTH CAROLINA CODE OF LAWS BY ADDING SECTION 11-1-130 SO AS TO PROVIDE THAT ANY FESTIVAL THAT RECEIVES STATE FUNDING OR INCENTIVES MUST PROVIDE FREE ADMISSION TO ALL SOUTH CAROLINA RESIDENTS WHO PRESENT A VALID PROOF OF RESIDENCY.
