Sine Die Adjournment; provide and account for a biennial appropriations act

Abstract

A BILL TO AMEND SECTION 2-1-180 OF THE 1976 CODE, RELATING TO THE MANDATORY SINE DIE ADJOURNMENT DATE OF THE GENERAL ASSEMBLY, TO PROVIDE FOR A BIENNIAL STATE GENERAL APPROPRIATIONS ACT AND TO PROVIDE THAT, IN EVEN-NUMBERED YEARS, THE REGULAR ANNUAL SESSION OF THE GENERAL ASSEMBLY CAN BE EXTENDED IF A CONCURRENT RESOLUTION IS ADOPTED BY A TWO-THIRDS VOTE OF BOTH THE SENATE AND HOUSE OF REPRESENTATIVES NOT LATER THAN FIVE O'CLOCK P.M. ON THE SECOND THURSDAY IN APRIL; AND TO AMEND SECTION 2-7-60 OF THE 1976 CODE, RELATING TO THE GENERAL APPROPRIATIONS ACT, TO PROVIDE THAT, BEGINNING WITH THE 2023 SESSION, THE GENERAL ASSEMBLY SHALL ENACT A BIENNIAL STATE GENERAL APPROPRIATIONS ACT.
