AN ACT RELATING TO MOTOR AND OTHER VEHICLES -- CERTIFICATES OF TITLE AND SECURITY INTERESTS (Requires that all vehicle model years prior to 2002 would not be required to be issued a title certificate until ownership is transferred or the current owner creates a security interest in the vehicle.)
