AN ACT RELATING TO ANIMALS AND ANIMAL HUSBANDRY -- CRUELTY TO ANIMALS (Provides that the trapping and subsequent release of any unowned feral or free roaming cat for the purpose of spaying or neutering of the cat shall not be considered abandonment.)
