AN ACT RELATING TO PUBLIC UTILITIES AND CARRIERS -- ELECTRIC GENERATION SERVICE (Requires the public utilities commission to implement a purchase of receivables program where the electric distribution company purchases the receivables of a nonregulated power producer at a discount rate.)
