AN ACT RELATING TO CRIMINAL PROCEDURE -- IDENTIFICATION AND APPREHENSION OF CRIMINALS (Redefines "first-time offender" and would permit individuals with a record of up to two (2) misdemeanor convictions to be eligible for expungement.)
