AN ACT REGISTRATION TO MOTOR AND OTHER VEHICLES -- REGISTRATION OF VEHICLES (Exempts vehicle owners by a rental company from provisions permitted to the DMV to refuse registration for failure to pay fines including interest, penalties, or other monetary amount.)
