AN ACT RELATING TO HEALTH AND SAFETY -- HEALTH CARE FACILITIES STAFFING (Prohibits health care facilities from requiring 1st year medical residents to work a shift in excess of 24 hours except in cases of national, state or municipal emergency, disaster or other catastrophic event.)
