AN ACT RELATING TO TAXATION - EXCISE ON MOTOR VEHICLES AND TRAILERS (Provides for the reduction and elimination of the motor vehicle excise tax over a five (5) year period, from fiscal year 2018 to fiscal year 2022. The tax would be completely eliminated by fiscal year 2022.)
