Para ordenar al Negociado de Energía de Puerto Rico a realizar un estudio sobre la necesidad, a corto y largo plazo, de establecer centros de reciclaje de placas y baterías solares en Puerto Rico, establecer la reglamentación necesaria sobre el manejo y almacenamiento de baterías y placas solares al llegar al final de su vida útil y establecer los procesos a seguir cuando llegue el momento de desmantelar proyectos solares a grandes escalas.
