Para crear la “Ley Especial para declarar vehículos como chatarras y establecer requisitos mínimos para disponerlos” a los fines de disponer parámetros uniformes para declarar lo que es un vehículo chatarra y establecer requisitos procesales mínimos a los efectos de que los municipios puedan remover los materiales y vehículos declarados chatarras, conforme a las ordenanzas municipales establecidas, si alguna; establecer que la entrega de tablillas no tendrá costo alguno; y para otros fines relacionados.
