Para enmendar el Artículo 2 y añadir un nuevo Artículo 12-A a la Ley Núm. 7 de 24 de septiembre de 1979, según enmendada, conocida como “Ley de Garantías de Vehículos de Motor”, a los efectos de elevar a rango de ley la obligación de toda persona que venda un vehículo de motor usado, de notificarle al adquiriente, si el mismo fue impactado y reparado o estuvo sumergido total o parcialmente; y para otros fines relacionados.
