Para crear la “Ley del Registro de Mascotas y Vacunación contra la Rabia”, con el propósito de concienciar a la ciudadanía sobre la tenencia responsable de mascotas, promover la esterilización de mascotas, establecer la obligación de la vacunación antirrábica vigente a toda mascota y crear el registro compulsorio de mascotas; establecer la facultad de reglamentación; autorizar la asignación de fondos; establecer penalidades; y para otros fines relacionados.
