Para enmendar el Artículo 6 de la Ley número 5 del 23 de abril de 1973, según enmendada, y añadir un nuevo inciso (ee) con el propósito de otorgar jurisdicción primaria exclusiva al Departamento de Asuntos del Consumidor para atender y resolver quejas y querellas presentadas por los consumidores de bienes y servicios de telecomunicaciones, y para otros fines relacionados.
