Para crear el Programa de Desarrollo Agrícola de Futuro, adscrito al Departamento de Agricultura con la finalidad de desarrollar, promover, identificar, y canalizar todos los esfuerzos, iniciativas y recursos gubernamentales necesarios para orientar, incentivar, fomentar y auxiliar a los jóvenes puertorriqueños que deseen dedicarse a la actividad agrícola; así como para establecer su organización, funciones y deberes.
