EDUCATION – Amends existing law to revise the definition of “school age” to include children who are four years of age and to provide that it is not compulsory for school districts to establish kindergarten preparedness programs and it is not mandatory for an eligible child to attend such a program.
STATE AGENCIES – States findings of the Legislature and encourages all agencies and departments of this state to implement a financial plan that includes a spending plan, a revenue plan, and a cash management plan each fiscal year.
MOTOR VEHICLE INSURANCE – Amends existing law to revise penalties for a failure to possess required motor vehicle insurance and to provide for the towing of a vehicle in certain circumstances.
