Bolivar - Subject to local approval, changes the appointing authority for vacancies on the Board of Directors of the Bolivar Energy Authority from the mayor to the members of the Board of Directors. - Amends Chapter 130 of the Private Acts of 2006.

Education - As introduced, increases, from 60 to 70, the percentage of students enrolled in a school in the achievement school district (ASD) whose parents must have signed a petition demonstrating their support for their child's school remaining in the ASD in order for the school to remain in the ASD beyond the initial 10-year period. - Amends TCA Title 49.
Purchasing and Procurement - As enacted, authorizes the chief procurement officer to develop regulations, policies, procedures, templates, or other guidance related to the acquisition of information systems and software, in coordination with the division of strategic technology solutions and the information systems council. - Amends TCA Title 4, Chapter 56.
