Prohibits health care providers from requiring pelvic examinations prior to performing an abortion, except when medically necessary and when performed at the medically appropriate time.
Authorizes a tax credit for certain individuals who donate property for use by certain higher education institutions.
Strongly urges the U.S. Army to explain chemical testing that occurred in St. Louis in the 1950s and 1960s and requests the federal government to conduct a study on the health effects of such tests.
